Today In Plenary: Senate Proceedings For Today, 1st Of March, 2016 (Summary Of All The Activities Of The Senate)

Following the adoption of the vote and proceedings of the last plenary on February 25, 2016, the Senate of the Federal Republic of Nigeria had a productive legislative day as follow:

PRESENTATION OF REPORTS:

The Senate received two reports today from the Committee on Ethics, Privileges and Public Petitions chaired and presented by Senator Samuel Anyawu (Imo East). 

They are:

1. Report of the Committee on Ethics, Privileges and Public Petitions in respect of a petition from Mr. Anaele Mark against Nigeria Customs Service for alleged wrongful retirement from the service.

2. Report of the Committee on Ethics, Privileges and Public Petitions in respect of a petition from Mr. Meseko Olugbenga Felix against the Federal Inland Revenue Service (FIRS) for wrongful dismissal from service.

MOTIONS:A motion was moved on the floor of the red chamber of the NigerianSenate. 

The motion is:

1. “Nigerians involvement in illicit global drugs trade and increase in domestic drug abuse by Nigerian youth” by Senator Gbenga B. Ashafa (Lagos East)The Bill is co-sponsored by twenty one (21) other Senators

DEBATE ON THE ABOVE MOTION:

Following brilliant debates by Senators on the above motion, the Senate accordingly resolves to:

1. Urge the FG to: restructure the NDLEA to be able to meet the challenges of evasive drug traffickers.

2. Urge the Nigerian Police Force, National Drug Law Enforcement Agency (NDLEA), National Agency for Food and Drug Administration and Control (NAFDAC) and the Pharmaceutical Council of Nigeria to develop a collaborative approach towards curbing drug abuse in Nigeria.

3. Mandate the Senate Mandated its Committee on Drugs and Narcotics to consider an urgent amendment to Section 23 of the Pharmaceutical Council of Nigeria Act to include the sale of prescription pills over the counter as an offence punishable by the Act.

4. Mandate the Federal Government to urgently consider placing theNDLEA under the direct supervision of the presidency as obtainablewith the EFCC & ICPC as against being under the supervision of the Ministry of Justice.

CONSIDERATION OF REPORTS:

The Senate considered three (3) respective reports by the Committee on Ethics, Privileges and public Petitions. 

The reports include:

1. Report in respect of a petition from St. Mathew’s Church, Gwarimpa, Abuja, against the Federal Housing Authority (FHA) and the Federal Capital Development Authority (FCDA) for an unlawful order to stop work.

2. Report in respect of a petition from Mr. Chuks Ewoh against the Central Bank of Nigeria (CBN) for alleged unlawful retirement from the service of the Bank.

3. Report in respect of a petition by 800 former staff of Power Holding Company of Nigeria (PHCN) against Kano Electricity Distribution Company (KEDCO) for improper disengagement and non-payment of outstanding benefits and entitlements.

CONSIDERATION OF BILLS:

The Senate today considered, out of three, a Bill for an Act to amend the 2015 Federal Capital Territory (FCT) Appropriation Act togive effect to the implementation of the Capital Budget Provision beyond December 31, 2016. (SB. 225). 

The Bill passed its second and third reading.The Senate Leader now moves for the Senate to stand down all other activity in the Order Paper till the next legislative day.

ADJOURNMENT:

The Senate Leader later moved that the Senate should stand down all other items on the Order Paper till other legislative day. 

The Senate thereby adjourned plenary till Tuesday, March 2, 2016.‪
