Chief Lawmaker As A Chief Law Breaker

The developments at the hallow chamber is a thing of concern to an average Nigerian. Going by the emergence of the leadership of both chambers... When the foundation is destroyed, what will the righteous do??

It will be recalled that the present 8th Assembly was inaugurated amidst drama on 9th of June, 2015.

Since the inception of the leadership of the National Assembly, we have been experiencing different dramas almost every month. 

I don't want to talk about the physical combat recorded at the green chamber.

The trial of the number one leader of the red house who has been standing trial before the Code of Conduct Tribunal for false declaration of assets is an embarrassment to Nigeria and Nigerians.

Though different court injunctions to stop the CCT from prosecuting him have been sought but the latest by a retiring Justice John Fabiyi has been quashed by the apex court of the land, Supreme Court.

In a same clime, the embattled Senate President, Bukola Saraki should have taken the path of honour by honorary resigning his position as the head of the hallow chamber.

It is lugubrious to see a corruptible judge making case for justice. Who who must call for probity must come with clean hands.

Though I can't but commend the way the proposed 2016 fiscal document is being handled at both the Senate and the house of Reps.

But my position is that it will be a bad precedent if Saraki goes scorefree going by the allegations levelled against him and his person.

It is a claim in some quarter that the trial is a vendetta cum political persecution but he should prove that to the court.

Seeing my Senate in the accuse dock is rubbishing the institution and this will make him to lose the moral right to initiate or condemn any probe.

This is because, he himself is wallowing in the pool of corruption. Presently today in Nigeria, corruption is the bane of out development.

It is my believe that they are many capable hands that can steer the ship of the Senate.

This will go in no small measure in boosting our image internationally.

A perceived corrupt leaders cannot make a sound judgment.

Better Nigeria is possible.

Man Bent On Divorcing Wife For Loving Her Blackberry Than Him (Must Read For Ladies)

A man, Felix Obasere, has told an Igando customary court in Lagos State, that his wife cherished her Blackberry phone more than her family.

Obasere is the respondent in a suit filed by his estranged spouse, Sandra, asking the court to grant her permission to have access to their four children.

The respondent told the court that trouble began when his live-in lover started using a Blackberry phone.

The News Agency of Nigeria (NAN) reported that the couple had co-habited for about nine years without formalising their relationship, which had produced four children.

Sandra had gone to court complaining of denial of access to their children by Obasere, s€xual starvation for three years and threats to her life.

All the claims were, however, denied by the respondent.“I cannot deny her access to our children, after all, they did not fall from heaven, but she goes to their school to discuss our issues with the children’s teacher.

“I was embarrassed, so I changed their school after she packed out, using a flimsy excuse. 

Afterall, she does nothing but to fiddle with her phone all day.“The whole thing started when she started using a Blackberry phone. 

She no longer had time for me and the children anymore.“She was always with her Blackberry, chatting and pinging.

“When she came to pack her things, she was throwing stones at me,” Felix told the court.

The plaintiff also told the court that her partner was in the habit of beating her at the slightest provocation.“He beat me at will, for three years, he denied me s€x and made my life miserable, for no just reason.

“Whenever I buy things for our children and I pass them through their godfather, it’s always a tug of war before he will allow them to collect those things from me,” Sandra said.

President of the court, Adegboyega Omilola, ordered the couple to come for an Alternative Dispute Resolution (ADR) meeting on February 18.

He urged the couple to each come along with three members of their families to the meeting.

The case was adjourned till February 22, for continuation of hearing.

Buhari Sacks 12 Vice Chancellors, Names Successors

The Federal Government has sacked the Vice Chancellors of 12 federal universities established by the Goodluck Jonathan administration.
Also affected by the sack is the Vice Chancellor of the National Open University of Nigeria, Prof. Vincent Tenebe.

In the statement announcing the sack, the government gave no reason for the action.

A short statement by the Minister of Education, Adamu Adamu in Abuja, on Saturday, simply saidPresident Muhammadu Buhari, had approved the appointment of new Vice Chancellors for the Universities.

But the decision is already generating ripples, with some members of the intelligentsia claiming that it is only the Governing Council of NOUN of which Mr Tenebe is a member, that could only remove him.

A human rights organisation, Coalition of Civil Society Groups has protested against the sack in a letter to Buhari, demanding the reversal of the decision in which the NOUN VC was replaced with Prof. Abdalla Uba Adamu of the Department of Mass Communication, Bayero University, Kano.

The substantive Vice Chancellor of the Federal University, Dutse, Jigawa State, Prof. MohammedKundiri, was transferred to the Federal University,Wukari, Taraba State.

The CCSG in its protest letter to Buhari signed by its President, Etuk Bassey Williams and Secretary-General, Ibrahim Abubakar, said the action contravenes the provisions of the Universities (Miscellaneous Provisions) Act No.11 of 1993 (as amended) by decree No.25, 1996 and further amended in 2003 and 2012 respectively and other agreements as contained in the 2009 FGN staff union agreement.

The petitioners said that four out of the twelve appointed VCs are from Kano University, an action they said, was a clear violation of the federal character principle.

“While this does not come as a surprise owing to the influence of one of the Special Advisers to theMinister of Education in orchestrating the appointments of his friends and cronies without following due process, we are however concerned about the constitutional breach and the resultant litigation battle this action may cause, which in turn may generate unnecessary distractions to your focused administration”, tcoalition said.

The petition reads, “We are compelled to call yourattention owing to the illegality in the removal of Vice Chancellors of 13 Federal Universities including the National Open University of Nigeria and the hasty appointment of friends and cronies in place of those illegally removed from office.

“While we are not unmindful of the fact that you would have acted on the recommendation of the Minister of Education in approving their removal, it is pertinent to know that in the pursuit of ambition driven by unguided passion and greed, impunity becomes inevitable as the end irrespective of the means is all that matters and in this case, the removal of these Vice Chancellors is the outcome of an unguided passion and greed by the Minister of Education and his Special Adviser.

“The constitution is quite clear on the procedures to be followed in the appointment and disengagement of Vice Chancellors and none of these procedures were followed in the above case.

“The appointment of Vice Chancellors is a tenured appointment, which presupposes that every appointee is expected to serve the prescribed number of years as stipulated by the Acts governing the institutions.

The organisation regretted that none of the Vice Chancellors were allowed to complete their tenures and were all removed without following due process of the law.

The CCSG said that in the event that a Vice Chancellor was to be removed from office before the expiration of his tenure, it is the Board of the Governing Council that is empowered to recommend or effect that removal of an erring Vice Chancellor before the completion of his termin office.

The group said, “In the above case, the Minister already dissolved the Board of the Governing Council with the statutory powers to recommend or effect the removal of a Vice Chancellor from office thereby making the removal of these Vice Chancellors illegal, null and void.

“In appointing new Vice Chancellors or any publicofficer for that matter, it is an offence and a breach of the Federal Character principle for one third of the total appointees to come from a particular State.

“The action of the Minister is greeted with sadness as it is considered a breach of the provisions of the University Amendment Act or legislation and to a large extent a gross violation of the laws of the Federal Republic of Nigeria which guarantees universities autonomy in Nigeria.

”According to the public statement conveying the sack of the VCs, a former Head, Department of International Relations at the Obafemi Awolowo University, Ile-Ife, Prof. Kayode Soremekun, who was said to be on Sabbatical in NOUN is the new Vice Chancellor of the Federal University, Oye-Ekiti, Ekiti State.

While the Federal University, Birnin Kebbi, Kebbi State has Prof. Auwal Yadudu of the Faculty of Law, Bayero University, Kano as its new VC; Prof.Fatima Batoul Muktar of the Department of Biology, North West University, Kano, is the VC of Federal University, Dutse, Jigawa State.

A lecturer in the Department of Pharmacy, Ahmadu Bello University, Zaria, Prof. Haruna Abdu Kaita is the new VC of Federal University, Dutsin Ma, Katsina State, while Prof. Andrew Haruna of the Department of Linguistics, University of Jos will now function as VC, FederalUniversity, Gashua, Yobe State.

While another lecturer in the Department of Pharmacy, ABU, Zaria, Prof. Magaji Garba, will now be VC in Federal University, Gusau, Zamfara State, Prof. Alhassan Mohammed Gani of the Institute of Maritime Studies, Federal University, Kashere in Gombe State has been elevated to the position of VC in same University.

A lecturer in the Department of Physics, Federal University, Lafia, Prof. Muhammad Sanusi Liman will henceforth be VC of same institution.For Prof. Angela Freeman Miri of the Linguistics Department, UNIJOS, her new portfolio is the Federal University, Lokoja where she will now be VC.

The Federal University, Ndifu-Alike, Ebonyi State, now has Prof. Chinedum Nwajiuba of the Post-Graduate School, Imo State University, Owerri, as its VC, while Prof. Seth Accra Jaja of the Department of Management, University of Port Harcourt is now the VC of Federal University,Otuoke, Bayelsa State.

Busted!! Woman allegedly vomits, excretes 80 wraps of cocaine at Abuja airport

Premium Times reports that a 48 year-old woman caused a mild drama at the Nnamdi Azikiwe International Airport in Abuja after she allegedly vomitted 15 wraps of white, powdery substances that tested positive for cocaine.
Saidat Hassan, a mother of three,‎ was arrested at the central screening section of the departure hall during the screening of passengers on an Egypt Airline flight to Jedda, Saudi Arabia, en-route Cairo.

She was immediately apprehended by officers of the National Drug Law Enforcement Agency (NDLEA) who discovered that she had ingested 80 wraps of cocaine weighing 904 grammes, the agency said in a statement on Friday.

Hamisu Lawan, the NDLEA Abuja airport commander said efforts were made to protect herfrom any harm resulting from drug ingestion.“As soon as we discovered that the suspected wraps she vomited tested positive for cocaine, we took measures to ensure her safety by preventing any harm that may result from drug ingestion,” said Mr. Lawan.

“While under observation, she excreted sixty-five similar wraps. In all, she ingested 80 wraps of cocaine weighing 904 grammes; her case is under investigation.”

Mohammad Abdallah, the‎ NDLEA Chairman, who expressed satisfaction with her arrest said her action negates every principle of good parenting.“This is gross ineptitude on the part of a mother saddled with the responsibility of nurturing her children into future leaders,” said Mr. Abdallah, a retired colonel.

“I am glad that she did not die from drug ingestion and she is alive to face trial. Besides escaping therisk of swallowing cocaine, this arrest also saved her because drug trafficking in Saudi Arabia is punishable by death.

“She will soon be charged to court because the law must run its full course. I expect the general public to learn lessons from this case that drug trafficking leads to pain, ignominy and untimely death.”

The NDLEA boss said his approach to drug control is both pragmatic and scientific.“Every action taken must be based on best global principles while lessons learnt will influence our implementation strategies in our day to day operations,” he said.

“The Agency will continue to sensitize members of the public by presenting facts and figures of drug trafficking as well as the larger picture of its ruin and devastation.”Mrs. Hassan, a native of Idiroko, Ogun State who resides in Lagos Island claimed to be a business woman dealing in clothing materials.

“I am a business woman and I sell women clothes at Balogun market,” she said in her statement to the NDLEA.“I used to buy my goods from Ghana. I was introduced into the drug business by a friend and business partner. 

The drug was brought from Abidjan, Ivory Coast and we were to share the proceeds equally.“Until my arrest, I never knew that the cocaine I ingested would have led to my death in Saudi Arabia. 

I thank God for keeping me alive.”A female drug trafficker, Ifeoma Daniel Joy, a native of Ukwa in Ukwa Local Government Area of Abia State, who vomited wraps of cocaine at the departure hall of the Murtala Muhammed International Airport Ikeja, Lagos later died as a result of cocaine bust in 2007.

Ms. Joy, 29, was said to have died after one of the wraps of drugs she ingested burst while preparing to board an Ethiopian airline heading for Dubai, United Arab Emirates.

She had ingested 79 wraps of substances that tested positive for cocaine with a weight of 1.32 kilogrammes.

#2016Budget: Fayose Blasts Buhari Again, Says He Never Prepared For Governance

EKITI State Governor, Mr Ayodele Fayose has described the controversial 2016 Budget of the Federal Government as a confirmation that the All Progressives Congress (APC) and President Mohammadu Buhari were never prepared for governance,saying; “if a government cannot prepare a common budget, it should just be concluded that those in the government never prepared for governance and such a government may not be able to achieve anything.”

He said padding of the budget with strange figures, which are being denied by Ministers was a clear intention to steal, adding that;"What those who prepared the budget did was to steal in advance. 

Itis clear advance fraud and be it civil servants, political appointees or consultants, those responsible for this national embarrassment must be fished out and prosecuted.”

According to a statement issued on Tuesday by his Special Assistant on Pubic Communications and New Media, Lere Olayinka,the governor said; “With almost everyone disowning provisions in the budget, the latest being the Minister of Information and Culture, Alhaji Lai Mohammed, the most honourable thing to do is for President Buhari to withdraw the budget formally and put an end to this national shame that the budget has become.”

The governor, who commended the National Assembly for suspending the budget passage, said he was highly embarrassed when he saw the BBC Africa’s tweet that our Minister of Heath said “rats invaded Nigeria Budget documents and smuggled foreign items.”

The statement read; “On Wednesday, Minister of Information and Culture, Alhaji Lai Mohammed openly disowned the N398 million being part of the budget estimates by his ministry meant for the purchase of computers. 

The Minister who was reacting to questionson the N230 million and N168 million voted for the purchase of computers for the News Agency of Nigeria (NAN) and the Film and Video Censors Board, the minister said he was not aware.

“To worsen the situation, an official of the ministry of information said that only N5 million was proposed for the item in the original budget of the Film and Video Censors Board. 

How then did N5 million grew to N398 million?“Before the Wednesday denial by Lai Mohammed, the Health Minister, Isaac Adewole, had said that the proposal drawn up by the ministry and submitted to the budget office had been doctored and that ‘foreign’ appropriations,different from what was submitted, hadbeen sneaked in as the height of national embarrassment.

“Also, we are now being told that the sum of N10 billion which was questionably smuggled into the budget of the Ministry of Education for an allegedly questionable subhead was typographical error, and one wonders how N10 billion could have been included in a national budget through typo error.

“Denials, typo errors, existence of Budget Mafia in the Presidency, N3.87 billion allocated for capital projects at the State House Clinic meant for the President, Vice President and their families alone anderror in the date on the letter with which the President presented the corrected version of the budget, among other shocking discoveries, the reality of an unprepared people in government is no doubt staring Nigerians in the face.

“In saner climes, the President would have openly admitted to the people that he made mistakes, apologise and withdraw the budget.

“It is however not too late for this honourable path to be followed by the President. He should realise that he is human and capable of committing errors. 

He should therefore admit that his first budget was full of errors, withdraw the budget formally from the National Assembly and prepare another budget.

“Most importantly, Nigerians must know those who caused this national embarrassment. They must be fished out and prosecuted.”

Nigeria will shake if I reveal what happened under Jonathan’s administration – Ex-ADC

Col. Ojogbane Adegbe, former aide-de-camp to former president Goodluck Jonathan, has warned that another Dasukigate may be imminent if he is forced to reveal what transpired in that administration.

The Economic and Financial Crimes Commission (EFCC) arrested Adegbe on Wednesday in Lagos where he went through rigorous interrogation before hewas flown to Abuja yesterday.

It was learnt that interrogation proceedings of the former ADC by the EFCC officials could open up a new can of worms, which “could surpass what is now known as Dasukigate.”

In December 2015, Jonathan’s National Security Adviser, Col.Sambo Dasuki was arrested by the Department of State Security (DSS) and handed over to the EFCC over his role in the $2.1 billion arms purchase scandal.

The money, meant to purchase arms for the military fighting insurgency in the North-East, was said to have been diverted through the office of the NSA and used for 2015 campaign for the Peoples Democratic Party (PDP).

The EFCC is hopeful the former ADC may soon give details of all he knows with regards to financial transactions and the dramatic personae involved in thelast administration, an insider told the Sun.

Preliminary findings, including recovered documents, were said to have suggested a large-scale of questionable expenditure with funds sourced from and outside the arms purchase deals

.Another source told the newspaper that, “most of the funds were reportedly diverted soon after the election was postponed from the originally scheduled date of February 14, 2015 to March 28, 2015.”

Among the active participants in the alleged loot, was atop official of an agency set up to discourage militancyin the South-South, who is currently outside the country.

At the centre of the interrogation of the former ADC, who has been moved to Abuja, Daily Sun reported, wasthe “mind-boggling spending” during the two weeks’ extension of the general election, “which runs into several trillions of naira, when converted from foreign currency.”

Sources disclosed further that many top Nigerians, “including some very close persons” to the former president, may likely be called to explain and defend their roles in the handling of the funds, a chunk of which was sourced from the agency.

The ADC who was arrested in Lagos a few days ago, was alleged to be attending a senior officers course when he was picked up for interrogation.

#Armsgate: Nigerian Air Force sacks indicted officers

Following the ongoing probe into the $2.1arms deal scandal, the leadership of the Nigerian Airforce, NAF, on Thursday fired some Air Officers Commanding, AOCs, allegedly involved in the scandal and appointed new officers to replace them.

NAF leadership in line with the current anti-graft fight has also placed about four senior officers, including, Air Vice Marshals, AVMs, and Commodores, under house arrest at Niger Barracks, Abuja, awaiting completion of interrogation by the Economic and Financial Crimes Commission, EFCC, before they would know their fate, Vanguard reports.

The report stated that in accordance with a court order,a former service chief, who was allowed to go home the first time he was invited, had been re-arrested and detained since Wednesday and may remain in detention for about two more weeks.

This development is coming after the sack of the Director of Military Intelligence, Brig-General Mohammed Sa’ad, over his alleged involvement in the$2.1bn arms scandal.

A 44-year-old ex-convict, Mr. Festus Balogun, a.k.a smart, who has allegedly been blackmailing prominent men of God was yesterday paraded by men of Ondo State Police command.
Balogun, who claimed he was from Cotonuo in Republic of Benin was accused of releasing Compact Disk video titled “Asiri tu” meaning “secret exposed” where he allegedly lied that some pastors usually sent him on errand to kill, in order for them to gain spiritual power.

Those mentioned by the suspect in the said video include, Pastors Samson Oluwamodede of prayer Centre Church of God, Idanre road in Akure, Samuel Kayode Abiara of the General Evangelist of Christ Apostolic Church Worldwide and 10 others.

Balogun, who confessed to the crime, said he went intoblackmailing men of God when he left prison in 2001/2002 because there was no one to guide him on what was good and bad.

The suspect, who claimed he had been living in Lagos at the age of three, appealed to the men of God to forgive him.The foreigner said what he used to do was to attend revival or any programme organised by these pastors and from there he gets their details.

“After all these, I will produce a CD and give it to a marketer to sell for me but the marketer who promised to give me N300,000 refused to give me any money. The name of one of the marketers is Ola.

“I want to appeal to those men of God; it is devil’s work because I am only looking for things to cater for my feeding. 

I left Ikoyi maximum Prison 2001/2002 after being arrested with my gang for armed robbering and cultism. I spent four years in prison.

“After I left the prison, sometimes, I will do a conductor and bricklayer job just for my feeding but when I didn’t see anyone to guide me on what to do, I started producing this CD to blackmail men of God.

“I don’t know them, and they don’t know me. I am a preacher but I don’t have church. 

I used to attend their churches, where some men of God will invite me and atthat programme I would blackmail these pastors that they normally send me to kill”.

The State Police Commissioner, Mike Ogbodu said the CD was sold within and outside the country.

Ogodu disclosed that the suspect was arrested through intelligent information, adding that his detective team was presently on the trail of the producer of the video.

One of Pastors indicted by the suspect, Pastor Samsom Oluwamodede said he got information about the CD through members of his church, adding that he had never for once had any contact with the suspect.
But he, however, said that he had forgiven Balogun andthat he was also praying to God to forgive him.The Police also paraded 20 other suspected criminals arrested for different offences.

The outcry over the menace of ghost worker fraud reverberated in the Senate yesterday whenthe finance minister, Kemi Adeosun, threw a bombshell by revealing that, with the help of the Biometric Verification Number (BVN) policy, it has been discovered that one civil servant alone was collected 20 salaries every month.

She also told the Senate Committee on Finance that the 23,000 ghost workers discovered in the Federal Civil Service would be handed over to EFCC for prosecution.

The adoption of BVN in processing salary payments by the federal government had stunningly thrown up no fewer than 23,000 ghostnames on its payroll, a development that raised concerns about the huge amount of monies that may have been stolen from the nation’s coffers through such leakages in the federal civil service.

“What the IPPIS-BVN registration has shown us has been a real revelation. We have identified that there are people who appear on our payroll multiple times. 

BVN links all the accounts of thatperson, so we are seeing in our payroll 20 namesto one BVN number,” Adeosun said during a budget defence session by the Federal Ministry of Finance before the committee.

The awestruck Senate committee agreed with the minister and directed that the attorney-general of the federation, Abubakar Malami, begin the prosecution and sanctioning of all individuals, firms and banks that aided the inclusion of the 23,000 ghost workers on federal government’s payroll.

LEADERSHIP FRIDAY had also reported exclusively that with the help of the ongoing verification of the Niger State workforce, a messenger at the state’s ministry of finance earned N265,000 monthly and a cleaner at General Hospital, Minna, earned N375,000 monthly, while no fewer than three permanent secretaries in the state’s civil service earned over N1.3 million monthly.

The ghost worker syndrome had been a trend which has sapped public funds since the regime of former President Olusegun Obasanjo up to theimmediate past administration when former Minister of Finance, Dr. Ngozi Okonjo-Iweala held sway in the ministry.

In October 2014, the federal government uncovered a total of 60,000 ghost workers in federal establishments across the country, following the staff audit of the federal government ministries, departments and agencies (MDAs) on the implementation of the Integrated Personnel and Payroll Information System (IPPIS).

Yesterday, Senate’s directive that the AGF, Malami, and the finance minister fastback actionin prosecuting firms, banks and individuals linked to the 23,000 ghost worker scam was issued by the chairman, Committee on Finance, Senator John Enoh.

Enoh asked Mrs Adeosun to make sure that her ministry recovers all funds fraudulently received through the ghost workers’ accounts.During her presentation, the minister lamented that the ghost worker scam had exposed the nation’s revenue system to very serious financial leakages.

She assured the Senate committee that the 23,000 ghost workers discovered in the Federal Civil Service would be handed over to Economic and Financial Crimes Commission (EFCC), even as she added that banks and firms that connived with civil servants to pad the federal governmentpayroll would also be prosecuted.

Adeosun said, “We have had a meeting on how we are going to clean them off. The process will be that we will suspend that person from the payroll pending the end of the investigation. 

As we speak now, we have about 23,000 that we need to investigate: those whom either the BVN is linked to multiple payments or the name on the BVN account is not consistent with the nameon our own payroll.“If we are able to get everybody onto the BVN platform, we will be able to save a considerable amount of personnel cost. 

Not only will we remove those people from our payroll, but we will also be going after the banks involved to collect our money.“So, some of the information that we are getting is how long has this person been on the pay roll, how much has he been getting.

In some getting the accounts are held by the same bank and in some cases all were opened on the same day. If we are able to prove that banks have colluded with people to pad our payroll, we are not only going to stop those payments but we are also going to try and recover our money”.

On what becomes the fate of defaulting MDAs, the minister said, “My job is to get them off our payroll; what happens from there on goes to the investigativeagencies. We will pass our files onto them and they will take a decision as to what sanctions they will take.

“Mine is that I do not want to pay them anymore, and whatever they have taken must come back; so we are going to hand our files on to EFCC andthe relevant agencies.”She explained to the committee how the use of the BVN policy helped the IPPIS in tracking downthe ghost worker scam.

Adeosun said, “The IPPIS programme, funded byWorld Bank, started about five years ago and what it required was for every officer to come physically for biometric data capture. Over the five years, unfortunately, we have only been able to capture about 295,000 federal civil servants, which represent less than 20 per cent of the total personnel on the federal par roll.

“We realized that if we can get more people on IPPIS, our salary costs will come down and so we needed to get more people on IPPIS. 

So I looked critically at it with the director of IPPIS, and we decided to change the strategy; rather than getting the person to come physically – which has always been the problem, we will takethe payroll that we have and the bank account ofeverybody who is being paid.

“So, from that bank account we will get the BVN; from the BVN we can get the biometric data, so that considerably accelerated the process of getting people onto IPPIS. I can tell you that within the last two months we have been on this programme, we have been able to enrol 320,000 onto IPPIS using BVN; that is, compared to 295,000 in five years.

“We are very confident with our programme, that we will now be able to get every federally paid civil servant onto IPPIS by June. We are aggressively chasing after June.”

When asked by the committee about the controversy that trailed the Treasury Single Account (TSA), the minister stated that it was not proper for the company managing the transfer to the TSA to have charged MDAs.

Noting that the firm should have been paid a reasonable amount by a central agency of government, she said, “The N25 billion that was allegedly paid out was actually incorrect; it was about N8 billion that was paid and it has been refunded because there was no basis for the deduction.

Heads Will Roll As Buhari Orders Probe Into The Controversial 2016 Budget.... Good Move By Mr President!!!!!

President Muhammadu Buhari has ordered an immediate investigation into allegations of fraudulent padding of allocations in the 2016 budget, with strict orders that all cases of discrepancies, errors and ambiguities be resolvedpromptly, a senior government official told PREMIUM TIMES Thursday.
An extensive analysis of the budget has exposed questionable details, with the National Assembly on Tuesday suspending deliberations on the document indefinitely.

The chairman, Senate Committee on Appropriation, Danjuma Goje, (APC-Gombe State), and his House of Representatives counterpart, Abdulmumin Jibrin (APC-Kano), saidthe suspension was necessary to enable the National Assembly carry out “proper clean-up” of the budget.

Earlier, a senior presidency official blamed “budget mafia” for the controversial contents, in reference to civil servants responsible for preparing the budget.

Another top administration official on Thursday gave  further details on how the government was responding to the embarrassing budget allocations.

He pleaded anonymity, and said the government was avoiding publicly stating its position on the matter for now to avoid playing into the hands of its critics.

The official said both the Finance and Budget & National Planning ministries were determined to effect the necessary corrections and turn in a clean copy of the document for approval.

He blamed most of the errors in the budget on “over-ambitious civil servants” in the budget office who handled the preparation of the document prior to the appointment of ministers by Mr. Buhari.

He said by the time the ministers were eventually appointed, they had no sufficient time to properly scrutinize the budget for errors, in view of the tight deadline each of the ministries got before the final presentation to the joint session of the National Assembly on December 22, 2015.

To enable the budget to be cleaned up of all the controversial allocations, the official said a high-powered panel had been constituted with a mandate to investigate all observations and concerns by individuals, media and agencies, particularly the National Assembly.

“The presidency has ordered the immediate investigation of all the allegations and issues, particularly on padding, raised by the National Assembly on various ministries, departments andagencies of government,” he said.

“The investigative panel is expected to critically look into the budget item-by-item, incident-by-incident, with particular attention to the reactions from the National Assembly, ministries,media, civil society groups or indeed anybody that raised concerns regarding the padding of the budget.

“All corrections would be made to ensure that the budget was passed as soon as possible. I assure you government is working cautiously on the corrections with the intention of correcting any error or malfeasance spotted in the 2016 Appropriation Bill. 

If there is any error whatsoever, it is being sorted out straight away,” the official added.

It remained unclear what sanctions the government was considering for officials that might be found to be involved in padding the budget. 

Our first source had said those involved might be fired.The House of Representatives had asked government to order the Economic and Financial Crimes Commission, EFCC, and the Independent Corrupt Practices and other Related Offences Commission, ICPC, to arrest and prosecute top civil servants behind the budget padding scandal.

On its part, the Senate said, apart from the prosecution of the civil servants, the Minister of National Planning and Budget, Udo Udoma, and other top officials of the ministry should also be sanctioned.

However, the official exonerated the minister, saying “That the budget could be presented the day it was presented and in the manner it was done was due to the extra effort and hard work bythe ministers who inherited what the civil servants had already prepared.”

By the time they took over, most of the ministers did not have a good grasp of the details of the budget of their ministries”.

24 Injured As APC Members Clash In Ondo

At least 24 persons were seriously injured in a bloody clash among members of the All Progressives Congress (APC), at Oka-Akoko in Akoko South West Local Government area of Ondo State on Wednesday.
It was gathered that thugs took advantage of the intra-party crisis to unleash terror on the town.

Two Journalists who were in the town to cover the campaign rally narrowly escaped being lynched during the chaos, as hoodlums attempted to machete them.

The Sun reports that the clash was caused by hoodlums who solicited for money from the aspirant.

He said the refusal of the aspirant to give money to thehoodlums led to the bloody clash, adding that others took the advantage of the clash to perpetrate troubles in the town.

It was learnt that properties worth millions of Naira including, two vehicles belonging to the Peace Corps of Nigeria were destroyed.Witness said that a female supporter of the aspirant was stripped naked by the political thugs, while dangerous weapons were freely used.

Ekiti Boils Over Destruction Of Monarch's Billboard

Protest erupted in Ikere Ekiti on Wednesday following reported destruction of a billboard bearing the picture of the Olukere of Ikere Ekiti, Oba Ganiyu Ayodele Obasoyin.

The Olukere, who had been in a running battle with his rival and Ogoga of Ikere Ekiti, Oba Adejimi Adu, accused the governor of personally tearing a billboard carrying his portrait erected in the heart of the town.

It was learnt that the incident occurred when Fayose was returning to Ekiti from Akure, the capital of Ondo State, after visiting Akwa Ibom State.

The protesters, who gathered at the popular Odo Oja junction at about 6pm on Wednesday chanted anti-government songs to deride the governor and condemned his action.

Angry youths in the town in protest tore billboards of Ogoga, who is enjoying the backing of the governor and blocked all the major roads leading to the town.

Commuters from Akure, Ita Ogbolu, Iju, Ise, Emure, Ado Ekiti and other communities were prevented from passing through Ikere as the irate youths barricaded the highway with logs of woods, irons and other dangerous objects.

The protest continued on Thursday when the Olukere addressed journalists in Ado Ekiti.

Bonfires were made on the roads as the Police deployed more men to the community to prevent the mayhem from escalating.

According to the Ekiti State website, there are two Obas: the Olukere and the Ogoga, who had existed side-by-side for ages but government stopped paying Olukere as a king since 1989.

Tension between the two monarchs heightened on January 23 during the inauguration of the new Ogoga’s Palace when Fayose who was represented by his deputy, Kolapo Olusola, an indigene of the town, declared that the only traditional ruler recognised by the government is the Ogoga.

Oba Obasoyin, while addressing journalists, expressed surprise that the governor had allegedly carried his personal animosity against him to such a ridiculous extent.

Begging President Muhammadu Buhari to save him from Fayose, the Olukere said, “My life now is at stake. If someone could have personally supervised the tearing of my billboard, what would he do if he sees me face-to-face?”
 
“It is rather surprising that with the hectic works the office of a governor requires that he could still go to the streets and destroy Oba’s billboard. Fayose and Ogoga have forgotten so soon that the land Ogoga is occupying in Ikere and the authority he is using were given to him by my palace, including his crown.
 
“Ogoga in history was never a crowned prince anywhere, including Benin where he claimed to have come from. I made him who he is and he should not push my people to go into war. They should let Ikere be.
 
“They wanted to ignite crisis and burn down my town, but I am pleading that they should desist because I am the owner of the land and I won’t allow it to burn. 

I am a descendant of Oduduwa and one of the founders of Ekiti land, so we are going to resist attempt by Ogoga, who is a stranger in my land to conspire with Fayose to obliterate my stool,”he stated.
 
But Fayose through his Chief Press Secretary, Mr. Idowu Adelusi, said the allegations made by the Olukere against him made no sense at all.
 
He said,“There are some lies when told, you win sympathy. But in other cases, you will look foolish. To say that the governor tore the poster or destroyed the bill board or sent people to destroy the whatever, is a lie carried too far.
 
“Fayose is not from Ikere, he is not interested in who rules Ikere. How can he nurse animosity ‎ against the Olukere? That this administration gave recognition to the Ogoga, Fayose was simply following the law, particularly on the Ikere issue.
 
“None of the past administrations gave recognition to Olukere to rule over Ikereland.  Do Olukere expect Governor Fayose to do otherwise and cause crisis in the ancient town?
 
“The Olukere was only ventilating his anger when he alleged that the governor destroyed or sent people to destroy his posters. The allegation is unfounded.”

Supremacy Battle Of Yoruba Obas: Oba Of Benin Superior To Any Yoruba Monarch - Benin Palace Blasts Alake Of Egbaland

THE supremacy battle among yoruba Obas takes a new turn as the palace of the Oba of Benin has rejected the recent ranking of Yoruba traditional rulers as declared by the Alake of Egbaland, Oba Adedotun Gbadebo, saying the stool of the ancient city of Benin is superior to that of any Yoruba monarch.

Oba Gbadebo had while receiving the Ooni of Ife, Adeyeye Enitan Ogunwusi in his Ake, Abeokuta, Ogun State palace on Sunday, said there were five principal obas in Yorubaland and listed the Oba of Benin third on the hierarchy after the Alaafin of Oyo (2nd) and Ooni (1st). 

The Alake listed his own title as fourth and the Awujale of Ijebuland at fifth.

Reacting to the ranking, the Esogban of Benin and Odionwere of the Kingdom (traditional head), Chief David Edebiri, yesterday, said the Alake got his history wrong as the Benin stool had no connection to Yoruba, adding that the Ooni of Ife was a son of the Oba of Benin.

Esogban, third in command in the palace of the Oba of Benin, said: “We wanted to discard this report as something that was not necessary at all. 

We do not see how the Alake of Egbaland suddenly woke up to think that the Oba of Benin is also a Yoruba Oba.“There is no basis for such classification; Oba of Benin has nothing to do with the Yoruba Obas. 

It is simply unnecessary, unless they simply want to stir up an unnecessary controversy.“We are not in Yorubaland. 

To be frank, it is because many of them are not willing to come up with the truth, the word Oba is alien to Yoruba monarchy; it is not part of their title from time immemorial.

“For instance, the one they call the Oba of Lagos, these are recent adaptations. In the 50s, there was no Oba of Lagos, what we had was the Eleko of Eko. 

That is the title of the King there. In Ibadan, you have the Olu Ibadan. You come to Abeokuta, you have the Alake of Egba land. 

You come to Oyo, you have the Alaafin of Oyo. In Ilesha, you have the Owa-Obokun of IIesha. So no Yoruba monarch had as part of his titles the word Oba except the Oba of Benin.

“That word Oba is indigenous to Benin. It is only in recent times you find everybody bearing Oba. When the Western Regional conference of traditional rulers took place in Benin City in 1942, go and check the attendance, there was no other monarch in the whole of the Western Region then that bore the title of Oba, except the Oba of Benin.

“So it is an unnecessary excursion, an unnecessary attempt to turn history upside down by the Alake by classifying the Oba of Benin as third in the hierarchy of kings.

“Our own traditional history says that the Ooni of Ife was a Benin Prince who wandered from here to Ife, settled there and became the ruler there. 

That is the position, if they don’t know, they should send people here; we will teach them.

“We will show them landmarks. So this is unnecessary misrepresentation of history. Maybe the Alake wanted to mention a different place and not Benin.

“The monarchical rulership in this part of the world started from Benin during the era of the Ogisos. It was the son of the last Ogiso, Owodo, that wandered from here to Ife and he became a ruler there, carrying everything about the Benin monarchical system to that place. 

There is no basis for such classification.“The Ooni of Ife by historical facts, is a son of the Oba of Benin, so they are not in the same class. 

The Oba of Benin is the only one that answers Oba, the rest don’t. 

But today, we hear Oba here and there, they are all recent adaptations.

I am saying categorically that the word Oba is indigenous to Benin and not to Yoruba nation”.

Bishop Kayode, a renowned magician, said the duo, hiscolleagues in the ministry, use their eyes with demonic powers in them to superimpose their thoughts into people.In a recent interview with FLIP TV, he said, “What I see Temitope Joshua do from my own magic experience iswhat we call mesmerism.

The penal of five judges presided by Justice Jummai Hannatu Sankey unanimously condemned in its totality the gross abuse of legislative powers by the Adamawa State House of assembly to achieve a premeditated and selfish agenda.Governor Nyako was impeached by the Adamawa state house of Assembly on Tuesday 16th July, 2014 following allegations of gross misconduct leveled against him by the house of assembly prompting him to go to court to seek the enforcement of his fundamental human rights as he said the impeachmentwas carried out without recourse to rule of law.

The Judges in their various submission and contributions unanimously agreed that the impeachment of the governor was a misuse of the powers and privileges of the legislatures describing it “null, void and of no effect”.In the lead judgment read by Justice Tunde Ayotoye all the judges agreed that the Appeallent was not given fear hearing in the hearing of the impeachment claim against. 

Justice Tunde Ayotoye while reading his contribution noted that the respondents took laws into their hands as they flagrantly abuse the constitution of the Federal Republic of Nigeria to meet their whimsical and selfish desires.

While delivering her judgement, Justice Hannatu Sankey noted that the court as the last resort to Justicewill not fold its arms and watch impunity being entrenched in the country.

She noted that the failure of the house of assembly to ignore the constitutional provision of personal service of impeachment notice on the former governor was a misnomer to the constitution which must be uprooted.

The court ordered that Nyako be accorded all rights of the office of the governor of Adamawa state throughout his legally recognized period in office even as the court struck out the appeal of Nyako to be returned as governor of the state as according to the Judges the tenure of Nyako as governor has elapsed. 

The court condemned in strong terms the arrogance of the lawmakers and some politicians who flagrantly refused to obey court orders stopping them from going ahead with the impeachment process despite the order of the high court in Adamawa state stopping the move to set up a panel to investigate the governor.

The court however, struck out the appeal of Nyako to be returned as governor of the state as according to theJudges the tenure as governor has elapsed. 

The court also condemns the arrogance of the 1st respondent and some politicians despite the order of the high court in Adamawa state stopping the move to set up a panel to investigate the governor.

The Court hear by set aside the judgment of the lower court on the impeachment of Murtala Nyako.Counsel to Former Governor, Modibbo M. Bakari, described Nyako to have now served the state meriteously and Honourably free from all forms of Impeachments offences from the date that was sworn-in as a Governor to the date he was illegally impeached.

He also said that Umaru Fintiri and Bala Ngilari tenure as Governor of the state were considered as the detectors Governors, by the provisions of constitution and today’s judgement their service was assumed to have not taken place at all.

Supreme Court Dismisses Appeal By Aisha Al-Hassan (Mama Taraba)

The Supreme Court has dismissed the appeal filed by the All Progressive Congress (APC) candidate, Aisha Al-Hassan.

The court said that the appeal lacked merit.

But the Apex Court affirmed the election of Darius Ishaku as the governor of Taraba State.

The Supreme Court says it will give reasons for the judgment on February 22, 2016.

It will be recalled that Senator Al-Hassan who is popularly known as Mama Taraba is the incumbent minister for women Affairs approached the election tribunal few days after the Taraba gubernatorial election that produced Gov. Darius Ishaku. 

The tribunal upturned the pronouncement of Independent National Electoral Commission (INEC) by declaring her the winner, citing that Ishaku was not properly nominated by his party, Peoples Democratic Party (PDP). 

Not satisfied with the tribunal judgment, the incumbent governor, Darius Ishaku approached the Court of Appeal for redress and at the end of the hearing. 

Appeal Court validated his election as the governor, thereby setting aside the tribunal ruling. 

With this judgment of the apex court of the land, all litigation surrounding the Taraba gubernatorial election has been put to rest and Ishaku is expected to enjoy his four year mandate. 

Open Letter To President Buhari On 2016 Budget

To President Muhammadu Buhari GCFR, 
President of Nigeria. 

I write you today to display my utmost dissatisfaction to your proposed 2016 fiscal documents. I am an apostle of CHANGE but you are making me to regret my actions during the electioneering by the day.  

Indeed majority of we Nigerians voted for you on the ground of probity and accountability but it is as if the reverse is the case now. 

Should we say that these misfiring are happening because no one to stand like late Major General Tunde Idiagbon in your present government? 

Or that age is posing as a threat? 

The revelations surrounding the proposed budgets left us with no choice than the much awaited CHANGE might be a mirage cum ruse! 

How on earth should your minister of Health, Professor Isaac Adewole claim that 'rats' jerked up his budget? 

In the same vein, Minister of Information and Culture, Alhaji Lai Mohammed  equally disowned his ministry’s budget. 

Part of the irritating revelations was the N10 billion that was claimed to be a typographical error?!!! 

The list is unending, several millions of naira earmarked for designing of a website, purchase of softwares and even your food cum health facilities in Aso Villa. 

All these are embarrassing and unacceptable. 

I don't want to believe that the budget of corruption as coined by the mentally alert Nigerians are written by you in proxy. 

Since even a  toddler can find fault in this your proposed budget, I'm of the opinion that you bury the shame and retrieve the documents from the National Assembly. 

The drama that the budget has brought is enough, you should prove your critics wrong by doing the needful. 

If budget, which is the fundamental of any government can't be gotten right, I'm afraid things will continue to fall apart. 

In summary, the following are what I want you to do as regards the budget:

  • Retrieve the controversial budget 
  • Do an holistic assessment of every input
  • Delete the N5 billion that you want to be borrowing per day to finance the budget 
  • Adjust it to meet economic realities
  • Reduce the skyrocketed amounts that you plan to spend in Aso Villa 
  • Delete extravagant proposals 
  • Above all, design it in a way that will allow you to fulfill your electioneering promises 

It is not a crime to make a mistake, but it is a crime to unborn generation to make a mistake and still bent on not correcting same. 

Before I end my letter, please come out with laudable economic plan, we are not happy with the present state of naira in parallel market. 

Minister of Works, Housing and Power, Babatunde Fashola should be called to order, we Nigerians are suffering. 

If at all there will be increment in the tarrif, increment in power supply should precede it. 

The irony of the situation is that, most of you are getting all you want freely, we that are laying the golden eggs should not be treated with disdain. 

Also Dambazau should be checked, being a power drunk is unnecessary. 

Moreso, your information minister, Lai Mohammed should be made to know the difference between the party’s spokesman and minister of Information. 

Stop the blame game. Revive the incorrigible and indefatigable Buhari that we once know in you. 

The king that reigns and the town is peaceful, people will remember him and vice versa. 

Power is transient.

Hehehe Minister disowns ministry’s N398m votes for computers

Alhaji Lai Mohammed, Minister of Information and Culture 
Minister of Information and Culture, Alhaji Lai Mohammed, on Wednesday openly disowned the N398million being part of the budget estimates by his ministry meant for the purchase of computers.

Speaking at a budget defence session before the Senate Committe on information, Mohammed noted that the total sum of N398 million proposed in the budget for the purchase of computers was strange to him.

Reacting to questions on the N230 million and N168 million voted for the purchase of computers for the News Agency of Nigeria (NAN) and the Film and Video Censors Board, the minister said he was not aware.

“No, that is not possible. That was definitely not what was proposed, this cannot be,” the minister protested! even as an official of the ministry noted that only N5 million was proposed for the item in the original budget of the NFVCB.

But the Chairman of the Committee, Senator Eyinnaya Abaribe said, “The difference between N5million and N168m is huge.”

Managing Director of NAN, Ima Niboro also expressed shock at the N230m for the purchase of the same item as captured under “Capital Votes” in the 2016 budget of NAN.

A member of the committee, Senator Ben Murray Bruce had also expressed misgivings about the fact that little or no attention was paid to the core functions of the Ministry and parastatals under it at a crucial time when Nigeria was at war in the North East.

“I want to ask passionately that they (Ministry/ parastatals) re-submit their budget, taking care of the North East because people are dying. 

This is not the question of spending more recklessly, I appeal that the budget be resubmitted, taking care of their needs in the North East; it is very important”, Bruce said.

Recalling that during the Civil War, radio was a very effective way of communicating with the public, the Senator added that this should also be employed in the war in the North East.

He said. “It would have made more sense for the information budget of the Army to be given to the Ministry of Information to equip these stations manned by NTA and FRCN used by the military as a source of communication.

“For instance, if there is going to be an air raid in a particular area, we can warn the citizens to stay off that particular area. 

The media can be used like when Buhari did in 1983 for War against Indiscipline, War Against Corruption, so National Orientation should use the medium that we have.

“NTA is a phenomenal network, it has more assets thanany station in the whole of Africa today, NTA must be worth 400 million dollars in the open market today.”Bruce noted that Nigeria is in a state of war as such it was important that national orientation should be in thefore front, followed by NTA and FRCN to be led by the Minister working with the military to guarantee that innocent lives are not lost.
