Senate Today: Read Senate Proceedings For Tuesday 7th of June, 2016

PRESENTATION OF BILL

The Senate today presented Six (6) Bills for first reading. 

These Bills include:
1. Nigeria Police Academy (Est. Etc.) Bill 2016 SB. 270 by Senator John Owan Enoh (Cross River Central)

2. Pharmacists Council of Nigeria Act CAP P17 LFN 2004 (Amendment) Bill 2016 SB. 227 by Senator Olanrewaju Tejuoso (Ogun Central)
3. Chartered Institute of Logistics and Transport of Nigeria (Est. Etc.) Bill 2016 SB. 289 by Senator Gbenga Ashafa (Lagos East)

4. Police Act CAP P19 LFN 2004 (Amendment) Bill 2016 SB. 294 by Senator Abu Ibrahim (Katsina South)

5. Maritime University of Nigeria, Okerenkoko (Est. Etc.) Bill 2016 SB. 295. By Senator James Manager (Delta South)

6. INEC INEC Nigeria Act 2010 (Amendment) Bill 2016 SB. 297 by Senator Monsurat Speaks (Oyo Central)

PRESENTATION OF REPORTS

The Senate received Three (3) reports from Two (2) Senate Committees.First was a report of the Committee on Sports and Youth Development and Poverty Alleviation and Social Welfare on the Discrimination against Persons with Disabilities (Prohibition) Bill, 2016 (SB. 22). 

The report was presented by the Chairman of the Committee, Senator Obinna Ogba (Ebonyi Central)The other two reports were from the Committee on Agriculture and Rural Development on the Nigeria Institute of Soil Science (Establishment, etc) Bill, 2016 (SB. 126) and a report on the Nigerian Agriculture Quarantine Service Bill 2015 (SB. 81). 

Both reports were presented by the Chairman of the Committee, Senator Abdullahi Adamu (Nasarawa West)All three reports are laid.

CONSIDERATION OF REPORTS

The Senate considered another report from the Committee on Agriculture and Rural Development on the Commercial Agricultural Credit Scheme (Establishment,etc.) Bill, 2016 (SB. 20).The Commercial Agricultural Credit Scheme (Establishment,etc.) Bill, 2016 (SB. 20) after consideration was also read for the third time and passed.

CONSIDERATION OF BILLS

The Senate considered Three (3) Bills for second reading.First was a Bill for an Act to amend the Environmental Health Officers (Registration Etc) Act 2002, and for other related matters 2016 (HB. 29)- Concurrence by Senator Ali Ndume (Senate Leader).

The Bill passed second reading and was then ready for the third time and was also passed.Next was a Bill for an Act to establish the Constituencies Development Catalyst Fund; to provide a data bank of constituency projects; allocation and an orderly disbursement of funds to constituencies and for prudent management, compilation of records, returns and reports from constituencies and to provide for other related matters, 2016 (SB. 103) by Senator Buhari Abdulfatai (Oyo North).

The Bill passed second reading.The last was a Bill for an Act to make provisions for the licensing, regulation and supervision of Microfinance Business in Nigeria and for connected purposes (SB. 57) by Senator Mathew Urhoghide (Edo South).The Bill passed second reading.MOTIONSThe Senate deliberated on a motion on the Implementation of compulsory insurance in Nigeria as provided in the “Insurance in Nigeria Act and Regulation, 2003” by Senator Ahmed Salau Ogembe(Kogi Central)

The Senate accordingly resolved to:- 
Mandate the Committee on Banking, Insurance and other financial institutions to invite all stakeholders in the insurance sector, such as the National Insurance Commission (NAICOM), Registered Insurance Companies in Nigeria, Relevant Law enforcement agencies (FRSC, VIO), to deliberate on ways and means of ensuring the strict implementation and compliance with the six compulsory insurance schemes as provided in the Act and invoke sanctions where necessary;- Mandate NAICOM to properly orientate the public on the InsurancePolicies as stipulated in the Act and publish the fifty-eight (58) registered Insurance Companies and sustain the campaigne/enlightenment of their national importance; and- Urge the National Assembly to pay more attention to the Insurancesector through appropriate legislation and deliberate actions to raise the status of Insurance in Nigeria to be at par with other sectors such as Banking and Capital Market as well as comply with best practices globally.

Senate Leader then moved that the other matters on the order paperbe stepped down and for plenary to be adjourned to the next legislative day. The Minority Leader seconded.Deputy Senate President Ike Ekweremadu then put the question forward and Senate adjourned plenary to Wednesday 8th June, 2016.‪
