Today In Plenary: Nigerian Senate Proceedings for today, Wednesday, 17th November, 2015

The votes and proceedings of Wednesday, 11th November 2015 was approved.


Announcements:
The President of the Senate, Dr. Bukola Saraki, read a letter from the President of the Federal Republic of Nigeria on the 2015 Supplementary Appropriation Bill.

The Senate President acknowledged representatives from Faith Academy Day Secondary School, Kubwa, and Capital Science College, Kuje.

Point of Order:
Sen. Ali Wakili raised a point of order on the arbitrary increase in fees at the Abubakar Tafawa Balewa Univesity, Bauchi. Sen. Utazi raised a petition against the disengagement of a constituent of his from the Nigerian army.

Sen. Amori raised a petition from his constituent who was disengaged by the NNPC without retirement benefits.

All petitions were referred to the Senate Ethics, Privileges and Public Petitions chaired by Sen. Anyanwu.

Sen. Jibrin Barau raised a Point of Order on the current nationwide fuel scarcity. This matter will be debated on the floor of the Senate at the next legislative day.

Presentation of Bills:
Three bills were presented by Sen. Mao Ohuabunwa (Abia North) for First Reading:

1. Nigerian Institute of Transport Technology Act CAP N116 LFN 2004 (Repeal & Re-enactment) Bill, 2015 (SB.11).
2. National Agricultural Land Development Authority Act CAP N4 LFN 2004 (Amendment) Bill, 2015 (SB. 12).

3. Nigeria Institute of Management Act No. 14 2003 (Amendment) Bill, 2015 (SB.13).

Consideration of Reports:
Sen. Kabiru Gaya (Kano South) moved that the Senate consider the Report of the Ad-hoc Committee on Local and Foreign Debts on the approval of the Lagos State Development Policy Operation II (DPO II) loan of US $200 million.

This motion was seconded by Sen. Remi Tinubu.
The Senate approved the World Bank Loan.

Consideration of Bills:
Sen. Uche Ekwunife (Anambra Central) led the debate on the Second Reading of: ‘A Bill for an Act to Repeal the Forestry Research Institute of Nigeria Act, 1973 and Re-enact the Forestry Research Institute of Nigeria and for other Matters connected therewith, 2015 (SB. 14)'.

This bill is meant to make the Forestry Research Institute of Nigeria more focused and target oriented.

The bill passed second reading. The bill was referred to the Senate Committee on Environment for further legislative input.

Sen. Hope Uzodinma (Imo West) led the debate on the Second Reading of: ‘A Bill for an Act to Facilitate the use of Information and Electronic form for conducting transactions in Nigeria and for Connected Purposes, 2015 (SB. 15)’.

This bill seeks to protect Nigerians and businesses who use online platforms, and POS terminals.

The bill passed second reading. The bill was referred to the Senate Committee on Banking & Insurance and ICT and Cybercrime for further legislative input.

Sen. Mao Ohuabunwa (Abia North) led the debate on the Second Reading of: ‘A bill for an Act to provide for the establishment of the National Center for Cancer Research & Treatment and for Connection Purposes (SB.10).’

This bill was referred to the Senate Committee on Health for further legislative input.

Motions:
The Senate considered a motion on the demise of Sen. Christopher Chukwuma Nsii brought by Sen. Sam Egwu (Ebonyi North).

The Senate observed a one-minute silence in honour of the late Senator.

Adjournment:
Senate adjourned plenary till Thursday, 19th November, 2015.
