Senate Today: Senate Proceedings For Wednesday, 23rd of March, 2016

Following the approval and adoption of the votes and proceedings of the last plenary on March 22, 2016, the Senate of the Federal Republic of Nigeria had a productive legislative day as summarised below:

PETITIONS:
Senator David Umaru presented a petition from the Law Students' Society of the National Open University of Nigeria, who was denied admission to the Nigerian Law School by Council of Legal Education.

Senator Oluremi Tinubu also raised a petition against the Nigeria Army from her constituent who was unlawfully dismissed and abused.

Senator Obinna Ogba as well raised a petition from his constituent for unlawful dismissal from the Nigerian Police force.

The Senate President, Dr. Bukola Saraki, referred he petitions to the committee on Ethics, Privileges and Public Petitions to report back in 2weeks.

PRESENTATION OF BILLS
1. Emergency Powers Bill 2016 (SB. 182) by Senator John Owan Enoh (Cross River Central)

2. Prisons Act CAP P29 LFN 2004 (Amendment) Bill 2016 (SB. 191) by Senator Oluremi Tinubu (Lagos Central)

3. University Teaching Hospitals (Reconstitution of Boards etc) Act CAP U15 LFN 2004 (Amendment) Bill 2016 (SB. 194) by Senator Chukwuka Utazi. (Enugu North)

4. Police Act CAP P19 LFN 2004 (Repeal & Re-enactment) Bill 2016 (SB. 200) by Senator Obinna Ogba (Ebonyi Central)

5. Explosives Act CAP E18 LFN 2004 (Repeal and Re-enactment) Bill 2016 SB. 227 by Senator Danjuma La'ah (Kaduna South)

6. National Research and Innovation (Est. Etc.) Bill 2016 SB. 239 by Senator David Umaru (Niger East)

7. National Inland Waterways Act CAP N47 (Repeal and Re-Enactment) Bill, 2016 (SB. 240) by Senator Andy Uba (Anambra South)

8. Federal Polytechnic Act CAP F17 LFN 2004 (Amendment) Bill, 2016 (SB. 241) by Senator Ali Wakili (Bauchi South).

PRESENTATION OF REPORTS

The Senate received four reports today from the Committee on Ethics, Privileges and Public Petitions and one from the AdHoc Cttee on Import Duty Waivers, Concessions and Grants.

The reports were laid by the chairman of the committee Senator Samuel Anyawu (Imo East) and Senator Adamu Aliero  ( Kebbi Central) respectively They are:
1.       Report of the Committee on Ethics, Privileges and Public Petitions in respect of a petition from Dr. George Uboh of Panic Alert Security system (PASS) against Chevron Nigeria Limited for fraud of over four Hundred and Twenty-Six Million, Four hundred and Sixty-Four Thousand, One Hundred U.S Dollars ($4,926,464,100.00).

2.       Report of the Committee on Ethics, Privileges and Public Petitions in respect of a petition from Mrs Oluwafemi Fakiyesi and one other against the Nigerian Navy over the sudden death of Lt. Commander Oluwafkiyesi while on duty.

3.       Report of the Committee on Ethics, Privileges and Public Petitions in respect of a petition from Association of Resident Doctors of Resident Doctors of Nigeria, Federal Neuropsychiatric Hospital, Kaduna against the Hospital Management over the non-implementation of the consolidated Medical Salary Structure (CONMESS) and skipping allowance.

4.       Report of the Committee on Ethics, Privileges and Public Petitions in respect of a petition from Mrs Regina Poto against Diamond Bank Plc. For Alleged forced disengagement from the service of the bank.

5.       Report of the Ad-Committee on Import Duty Waivers, Concessions and Grants in respect of the motion on indiscriminate use and abuse of waivers.

CONSIDERATION OF REPORTS
The senate also considered the following reports;
1.       Diplomatic Immunities (Regional Episcopal Conference of West Africa) Order, 2016.  By Senator Ali Ndume.

2.       Report of the Conference Committee  on the 2016, 2017 and 2018 Medium Term Expenditure Frame work (MTEF) and Fiscal Strategy Paper, (FSP) by Senator John Owan Enoh

3.       Report of the Committee on Appropriations on the 2016 Appropriation Bill, 2016. By Senator Danjuma Goje (Gombe Central)

ADJOURNMENT
Leader of Senate after the consideration of the 2016 appropriation asked that the Senate should suspend other items on order paper and adjourn to 2pm to pass the votes and proceedings of today,  they reconvened approved the votes and proceedings and adjourned plenary  to 11th April, 2016
